There is a 15 meters height difference that separates the main street of Ioannina from the site of the new Town Hall. Because of the topography, it is very difficult to expand public space towards the lower part of the town and take advantage of the lakeside area.

A new urban promenade is proposed in order to connect the central area of Ioannina with the lake, while crossing the open spaces of the Town Hall. A small bridge links the main street level with the new building's roof terrace. The architectural promenade surrounds the Town Hall's internal courtyard and leads to a small plaza at the main entrance level. The new building is arranged around a central atrium which is open to the town throughout the day.

The Town Hall's roof terrace has been designed as a public space in a way that is related to the adjacent medieval fortifications architecture.
