The building complex is divided into smaller volumes in accordance with the scale of the surrounding area. The new Town Hall is shaped as a foldable shell that reveals the inner life of the local government, the functioning of public services, the movement of employees and visitors. In this way, the operation of the Town Hall becomes transparent and comprehensible, encouraging people to visit and feel comfortable in its spaces.

Circulation spaces are organized around two internal patios. The first patio is surrounded by a ramp, an architectural promenade that connects the entrance lobby with the multipurpose hall and thus becomes the social core of the building. In the same way, the second linear patio accommodates the vertical circulation that leads to the office spaces and services of the Town Hall.
